Rebecca Epworth, Director, Urbaqua
President
Rebecca has 20 years of professional experience stemming from an
environmental engineering and hydrology background. Rebecca has extensive
consulting experience specialising in water resource management, water policy
and legislation, total water cycle management, water scarcity, hydrology and
flooding, water sustainable urban design (WSUD) and urban water management.
Rebecca is a Director of Urbaqua, a not-for-profit environmental organisation that
works to support and deliver water and environmentally sensitive outcomes in
Western Australia.
Martyn Glover, Director (Infrastructure), City of Gosnells
Vice President
Martyn Glover’s career in public works engineering spans over 40 years and has
been predominantly in the areas of civil engineering, asset management and
waste services. Martyn commenced his career as a trainee surveyor in 1976 and
since then has worked predominantly as an engineer in Local Government with
short stints in the asphalt and mining industries.
In this time, Martyn has been recognised for his work with sustainable asset and
environment issues, specifically with road construction, traffic management, water
conservation and street lighting as well as more recently with resource recovery in
the waste industry.
Martyn lists the highlights of his career to date as being the Premier’s Water Conservation Award for the Mosman Park Water Cycle Project, the ongoing development of the standard Guidelines for Subdivisional Development adopted by the Department of Planning Land and Heritage as the WA minimum standard and his work with Smart technologies to improve the community experience.

Shelley Shepherd, Director, Urbaqua
Secretary
Shelley has significant experience in environmental and water planning, gained
from working within State and Local Government and the private sector. She is a
strong advocate for the ability of the land use planning system to deliver
innovative development outcomes and liveable communities which respond to
environmental and climatic conditions. She was the lead consultant in the
preparation of Better Urban Water Management (WAPC, 2008) and provided
substantial input into the Directions Paper on the Integration of NRM and Land
Use Planning (WAPC, 2011).
Shelley is a Director of Urbaqua, a not-for-profit environmental organisation that
works to support and deliver water and environmentally sensitive outcomes in Western Australia.
Bill Till
Co-National Representative and Past President
After a successful career as Supervising Engineer Urban Water and 46 years in the
WA Public Service, Bill retired in April 2016. Still busy advocating for better
stormwater management and acceleration of the introduction of Water Sensitive
Urban Design in WA as longstanding Committee member and previous Chair of
Stormwater Western Australia.
COMMITTEE MEMBERS
Agni Bhandari, Senior Engineer, Department of Water and Environmental
Regulation, Western Australia
Agni is a senior water resources, consulting, and civil engineer with over 23 years
of experience in the public and private sectors. He has a proven track record in
developing and implementing water management policies, strategies, guidelines,
designs, and plans. He is also an expert in departmental review of water
management strategies and plans, capacity building programs, urban development
proposals, and water sensitive urban design (WSUD).
In his current role at the Urban Water Branch of the department, Agni is
responsible for: preparing and assessing water management related policies, strategies, guidelines, designs, and plans; conducting departmental reviews of water management strategies and plans; supporting capacity building programs; assessing and advising on urban development proposals; providing WSUD advice, including waterwise, drainage, stormwater, groundwater, water quality, and waterways management advice, to the Government's strategic projects.
Daniel Williams, Principal Hydrologist, Pentium Water
Dan is a Principal Hydrologist at Pentium Water, with 12 years of experience in
Urban Water Management and specific skills in hydrological assessment, surface
water hydraulic modelling, urban drainage design, WSUD and flood studies to
support residential and infrastructure projects. Dan is an experienced urban
drainage practitioner who enjoys the challenge of working as part of multi-
disciplinary teams to deliver high quality integrated water management solutions
that provide benefits to the environment and the community. Through this experience Dan has gained a strong appreciation for the complexities of stormwater management in the context of land development planning and approvals, urban design, and civil and landscape design.
Denise Tyler-Hare, Principle Engineer, Rain Consulting
Denise is a Chartered Civil Engineer with 14 years’ experience across a diverse
range of major projects, including land development, utilities, stormwater
management and transportation. She is a highly motivated, client-focused,
results-oriented, efficient and hands on professional. She is skilled in
management, project delivery, training, mentoring and risk assessment and has a
passion for sustainability.
Mike Wynne, Founder, Tunnelwell
Tunnelwell® founder Michael Wynne is a hydraulic engineer and plumber of 40+
years experience. As a designer and installer of stormwater storage systems he
was continually frustrated by the lack of robust products available in the market
which would meet the long-term performance lifecycle that infrastructure owners
have every right to expect. So, he decided to do something about it.
Tunnelwell® is the result; a unique concept for infiltration of rainwater runoff or
effluent disposal into the natural soil with efficient long-term performance.
Shafiquil Alam, Senior Water Resources Engineer, GHD
Shafiqul has 14 years’ experience in Water Engineering industry, specialising in
business development activities, building client relationships and project bidding
tasks. He is specialised in undertaking complex numerical modelling studies of
various types of infrastructure, land developments and mine developments &
closures to facilitate impact assessments, risk assessments, concept designs to
detailed designs, and regulatory compliance. Shafiqul has solid experience in
leading, managing and executing hydrological investigations through playing a combination of technical and business leadership roles. He has significant experience working in USA and Western Australia as a team lead involving in work winning, work delegation and business development, and managing projects related to major highway, urban development, mining, and surface water and groundwater managements. He has been appointed in multiple leadership roles to manage water teams to improve productivity, foster a vibrant work culture and train on flooding and groundwater modelling, analysis, reporting and client liaisons. Being a water modeller, Shafiqul has developed a wide range of complex surface water and groundwater models using TUFLOW, DHI MIKE, HEC-RAS, XP-SWMM, RORB, eWater Source, LUCICAT and HY-8 applying AR&R 87, AR&R 2019 and NOAA standards, to support mining and urban development, surface water and groundwater remediation programs, flood forecasting, flood predictions, design of floodway, culvert, diversion drain, retention and detention basin.
Sumari Veal, Water Resources Team Lead, Stantec
Sumari brings a wealth of expertise to her role. With a background in Civil
Engineering and Architectural Design, she specialises in Integrated Water
Management.
Before her current role, Sumari was the owner of a successful event planning
business with over 400 clients. Her diverse skill set and passion for delivering
creative solutions benefit both clients and the wider community.
She is particularly interested in quantified flood, ecohydrological and water
quality risk assessments, as well as the erosion protection and restoration of
waterways through innovative technologies and land management policy.
Her favourite pastime is going on safaris in her homeland of South Africa and experiencing the natural wonders of the world.
